Personally, I think any show on PBS (Public Broadcasting System) and Discovery Channel is a great way to learn English. They have great shows that are also very informative. (i.e. They range anything from Nature to History to Cooking!)
Though a bit funny, children's show (i.e. Sesamee Street and Mr. Rogers) is also a great source of T.V. show to learn English from! (and you can feel like a kid again!) :)
If you're into learning the American pop culture, then, it's best to stick with the most current popular T.V. show. (i.e. Friends, Fraiser, Wil & Grace, Dharma & Greg, Just Shoot Me, E.R., West Wing, Ally McBeal, etc... and even game shows such as Survior, Who Wants to Be a Millionaire.)
p.s. not that i watch all those shows! :)
